In CARE, we put women and girls at the centre of our work because we know that we cannot overcome poverty until all people have equal rights and opportunities. Since August, 2017 the heavy influx of Myanmar Nationals in Cox’s Bazaar requires emergency response in accordance with CARE’s Humanitarian Mandate. With support from the International Organization for Migration (IOM), CARE Bangladesh acts as a Site Management Support Agency in Camps 13, 14 and 16. Since 2017, CARE has undertaken various Site Management (SMS) and Site Development (SD) activities in close coordination with the Office of Refugee Relief and Repatriation Commission (RRRC), and in support of the Camp in Charge (CiC), to ensure a safe and dignified life for the people residing in the camps. CARE Bangladesh is working to address critical humanitarian gaps and meet urgent needs through coordination and collaboration with different stakeholders, information management, the linking of community members and persons with specific needs to different service providers, Camp Operations, Community Engagement, Communication with Communities (CwC), as well as Disaster Risk Reduction (DRR) and Site Development works in both three camps. The Camp Manager will be responsible for the overall management and implementation of the Site Management Support operations in order to improve the living conditions of the camp’s population. S/He will work under the direct supervision of the Senior SMS Program Manager to ensure a safe and dignified environment for the women, men, girls and boys living in the camp, as well as to engage constructively with the host community. S/He will be responsible for managing the SMS team, activities, and overall implementation of the SMS program directly in the field, ensuring that recommendations and minimum standards are followed, objectives and targets reached. S/He will plan, coordinate and supervise the activities of the Operations, Community Engagement, Communication with Communities and Complaint, Feedback, Response Mechanism (CFRM) teams to ensure the highest quality of implementation, with day-to-day communication with the Quality and AAP (Accountability to Affected Persons) team. S/He will work closely and coordinate with the Camp in Charge (CiC), the service providing agencies, sector focal points and other actors to ensure that all relevant parties (including residents and affected populations) are effectively engaged, consulted and informed on activities, have an active and participatory role in decision-making processes, and take part in the design, planning and implementation of interventions. S/He will represent CARE Bangladesh in different coordination meetings as required, ensuring that affected persons participate actively and specific needs of individuals are reflected in decision-making processes at various levels of communication, engagement and coordination. As the core focus of CARE’s mandate is supporting women and girls, female candidates are strongly encouraged to apply.  II.           Responsibilities and Tasks:  Responsibility # 1: Project Implementation – Camp Operations, Coordination and Management.     % of TimeOverall operational management of Site Management Support activities and team at camp-level, involving coordination with multi-sector response partners.Develop strong, constructive, transparent and inclusive partnerships with all stakeholders and actors in and around the camp.Ensure effective information management, communication, coordination and consultation with all the stakeholders at camp level, mediating between diverse groups and interests to support the timely delivery of assistance and services.Support the CiC with the organization and co-chairing of Camp General and Sector Coordination Meetings, ensuring the views of all stakeholders (especially affected communities) are accurately and accountably reflected, being put at the center of decision-making processes.Ensure the Emergency Preparedness and Response Plan is regularly updated and tested in coordination with the Sector Focal Points.Take the lead to implement preparedness, response and follow up in emergency response and DRR.Ensure that human resources, financial and logistical requirements for effective implementation are met. Report any breach of procedure immediatelyAny other tasks agreed as requested by the Line Manager.  40%Responsibility #2: Community engagement and CwC20%Ensure all activities in the camp are planned and coordinated with the full consent and active participation of affected communities (e.g. refugee community, host community), with effective community engagement and information sharing.Provide support to the establishment and running of Community groups, Majhi and Imam meetings, and other coordination and communication fora at the camp level.Ensure that regular meetings between Site Management and community representatives take place, encouraging the involvement of other camp actors (CiC, service providers, etc.)Ensure the CFRM is effective, independent and accessible, with the support of the Senior Accountability OfficerIncorporate complaints, feedback and the results of assessments and findings from other monitoring into SMS work plans to address issues in a timely manner.Ensure protection mainstreaming and a do-no-harm approach to all activities implemented on site. Responsibility #3: Monitoring, Reporting and Follow-Up20%Monitor the implementation of all activities implemented by his/her team, in line with project targets and work plans; ensuring quality through regular field checkConduct periodic review of work with team members, ensuring that the performance is on track, and providing necessary feedback and guidance on performance.Develop implementation plans, guidelines, SOPs and necessary monitoring tools across all project activities under supervision of the Sr. SMS PM.Ensure regular service monitoring of the camp, preparing reports and sharing with stakeholders.Update the Indicator Progress Tracking Tool on a regular basisPrepare weekly reports, daily incident reports, sector monthly reports, donor reports and other required documentationProvide daily field updates to the Sr. SMS PM, flag any challenge, with relevant action pointsSupport all MEAL activities as required (e.g. baseline and endline, periodic monitoring, PDM etc).Support the Sector Lead to provide the necessary information and documentation for project development and reporting.Ensure that all documents produced within the project/s are properly archived and that the sources of verification mentioned in the project proposal/s are available.  Responsibility #4: Team Management and Capacity-Building           20%Provide support, guidance and capacity-building to the Deputy Camp Manager and SMS team overall on a daily basisAssess the capacities of the teams, identifying strengths, weaknesses, and opportunities.Supports the Sr. Program Manager with the development of capacity-building plans and organization of trainings             Responsibility #5: Adhere to and support CARE Bangladesh’s Safety and Security policy and systemsAs part of this role, the job holder will be expected to adhere to and support CARE Bangladesh’s Safety and Security policy and systems as part of their day to day duties, and comply, at all times, to safety & security protocols and directives, including reporting.
